This is the Phenix Ultra 2XL: an unmanned aircraft system capable of lifting heavy load. It can lift up to 2000lbs of load for remote deliver up to 200 miles. This aircraft can be used to drag & drop inflatable rafts and other lifesaving equipment to people who need help.
